User Enablement, 0 to 1

Founded SFT's User Enablement function from zero, designed to survive its author, hosted by the state on its .gov site.

Support volume was being absorbed reactively across four distinct user types (families, school admins, education providers, Program Admins) and multiple state programs. The default options were familiar and all wrong in the same way: scale support headcount, accept higher inbound volume, or ship one set of generic guides. None of those compound after launch. The capability question was not 'more guides' but 'build the function so it survives the author and produces output the state customer is willing to host.'

The move was to treat enablement as a capability, not a project. Three decisions stacked. First, pitch and found the function rather than improve an existing one: the User Enablement capability at SFT was built 0 to 1, not contributed to. Second, audience-tune the catalog across four user types instead of shipping one set of generic guides for everyone, because families, school admins, education providers, and Program Admins arrive with different mental models and different decisions to make. Third, document the production process as an eight-section successor-onboarding-ready playbook from day one, because the function has to be inheritable from the first build, not retrofitted later. A supporting move during the build: migrate production tooling from Guidde to Descript as a professionalization step (AI voice generation, audience-tuned scripting, in-video action search). The alternative was a one-author guides-library that lives in one person's head and dies when that person leaves.

An eight-section production playbook covering UAT capture, a structured LLM prompt protocol, branded visual assembly, and the Descript production pipeline. 20 webinar recordings edited and distributed. Author-produced PDF guides hosted on hopescholarshipwv.gov: Parent/Guardian Portal User Guide, TheoPay Order Returns Process, School Portal Guide, and Service Providers Portal User Instructions.

Without it, a guides-library that lives in one author's head and a state customer fielding the inbound volume the library could have absorbed. With it, the WV State Treasurer's Office hosts the library wholesale on hopescholarshipwv.gov, embeds it in the monthly newsletter, references it in a signed annual review, and inherits a production process the next author can run on day one.

A capability that does not survive the author is not a capability.
